According to statistics, Shaanxi Province’s import and export trade with Belt and Road partner countries grew by 20.2% in 2024, 13.8% above the national average, showcasing robust momentum. Over the past decade, Hong Kong has been Shaanxi’s top source of foreign investment, with a cumulative USD534 billion invested in Xi’an by 2023, supporting 1,782 enterprises and accounting for over 40% of the province’s foreign capital.
Our strong delegation comprised over 40 solicitors from diverse legal backgrounds, each specialising in distinct areas of law – spanning both contentious and non-contentious business – such as corporate finance, banking, insurance, intellectual property, regulatory enforcement and compliance, real estate, transport and logistics. There are litigators, solicitor advocates, solicitor-arbitrators, solicitor-mediators, in-house lawyers, China-Appointed Attesting Officers, Notary Public, and Greater Bay Area Lawyers. Our proactive participation further highlighted Hong Kong’s unique position as both a “super connector” and a “super value-adder” between the East and the West.

During the visit to Xi’an, President Mr Tong met with senior officials including Mr. Zhao Yide, Secretary of the Shaanxi Provincial Committee of the Communist Party of China and Director of the Standing Committee of the People’s Congress of Shaanxi Province, as well as representatives from the Liaison Office of the Central People’s Government in the Hong Kong SAR and provincial-level departments. The discussions focused on how Hong Kong’s common law system and international legal expertise can support Xi’an enterprises in “going global,” and inject new momentum into the Belt and Road Initiative. The Secretary for Justice Mr Paul Lam, SC highlighted the significance of choosing Xi’an: as the starting point of the Silk Road and a key hub of the Belt and Road Initiative, and given the frequent exchanges between Shaanxi delegations and Hong Kong, the cooperation potential between Xi’an and Hong Kong is immense. The delegation also visited the Xi’an Arbitration Commission, the China-Europe Railway Hub, and the Ministry of Justice’s “Three Centres” (China-SCO Legal Services Committee Xi’an Centre, Belt and Road Lawyers Alliance Xi’an Centre, and Xi’an Belt and Road International Commercial Dispute Resolution Centre), gaining insights into the latest developments in international commercial dispute resolution.




Under “One Country, Two Systems,” Hong Kong is the country’s only common law jurisdiction and the world’s only truly bilingual (Chinese and English) common law jurisdiction. In relation to the “Belt and Road” region, the Law Society has signed 28 memoranda of understanding with 26 lawyers’ associations and organisations from 22 jurisdictions. As such, Hong Kong’s legal sector can serve as both a “super connector” and a “super value-adder,” helping the country connect with the world through professional legal services. The latest amendment to the “Mainland and Hong Kong Closer Economic Partnership Arrangement” has extended the adoption of the “allowing Hong Kong-invested enterprises to adopt Hong Kong law” and “allowing Hong Kong-invested enterprises to choose for arbitration to be seated in Hong Kong” measures, which further enhance the role of Hong Kong solicitors in providing foreign-related legal services for cross-border deals involving Mainland enterprises.
