On 27 February 2026 (New York Time), the Security Council of the United Nations (UNSC) announced that the UNSC Committee established pursuant to UNSC Resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning ISIL (Da’esh) and Al Qaida, adopted UNSC resolution 2799 (2025), and removed one entity on its sanctions list.

Sections 2 and 3 of the Regulation prohibit the supply, sale, transfer or carriage of arms or related materiel to, or for the benefit of, certain persons or entities.
Section 4 of the Regulation prohibits the provision of any assistance related to military activities to, or for the benefit of, certain persons or entities.
Section 5 of the Regulation prohibits the making available of economic assets to or for the benefit of persons and entities on the list; as well as dealing with any economic assets belonging to, or owned or controlled by such persons or entities.
In accordance with section 4 of the United Nations (Anti-Terrorism Measures) Ordinance (Cap. 575), a notice is published in the Gazette Extraordinary on 2 Mar 2026 to revoke the latest notice published in the gazette specifying the list of terrorists and terrorist associates designated by the United Nations Security Council (UNSC); and specify the updated list of terrorists and terrorist associates designated by UNSC.

On 24 February 2026 (New York Time), the Security Council of the United Nations (UNSC) announced that the UNSC Committee established pursuant to UNSC Resolution 1951 (2005) concerning Sudan added four individuals to its sanctions list.

Section 6 of the Regulation prohibits making available any funds or other financial assets or economic resources to, or for the benefit of, persons and entities on the list, or dealing with any funds or other financial assets or economic resources owned by or otherwise belonging to, or held by, such persons or entities.
Section 7 of the Regulation prohibits entry into or transit through the HKSAR by the persons on the list.
