From 21 to 25 July 2025, the Office of the Commissioner of the Ministry of Foreign Affairs of the People’s Republic of China in the Hong Kong Special Administrative Region organised the “Belt and Road” Visit for Hong Kong Young International Legal Talents (the “Visit”). This programme aimed to promote exchange amongst young legal professionals and various institutions and businesses in Beijing and Xinjiang. During the Visit, young lawyers shared their Hong Kong perspectives and observations on latest developments, and learnt about the constitutional framework which buttresses the principle of “One Country, Two Systems”, and how lawyers in Hong Kong can help businesses across the “Belt and Road” expand to the international community.
Council Member Ms Hin Han Shum, as well as Greater China Legal Affairs Committee (“GCLAC”) Member Ms Celeste Lo, Young Solicitors’ Group Member Ms Joanna Tong and young lawyer Ms Vanessa Cheng joined the Visit, and spoke on different topics of importance to the legal system, including on national security, AI, and young lawyer development. Additionally, the delegation also included Council Member Mr Calvin Cheng (who participated in a different capacity) and other representatives from the academia and the legal profession.
The Visit started in Beijing, where the delegation visited technology enterprises and courtrooms, sharing with the hosts what Hong Kong lawyers can contribute. They also attended the flag-raising ceremony. The journey concluded in Xinjiang, where they explored the Shenzhen Court of International Arbitration Kashi Center, the Kashgar Comprehensive Bonded Zone, and immersed in their culture and explained the practical commercial advantages of the principle of “One Country, Two Systems”, with an aim to enhance the recognition of Hong Kong’s legal system and to attract more businesses back to Hong Kong.


The first day of the program began with attending the Ministry of Foreign Affairs press conference live with the press in the iconic Blue Room. The delegation also had a brief but meaningful meeting with Mr Guo Jiakun, Spokesperson of the Ministry of Foreign Affairs.

Delegation had a productive and insightful discussion with the Department of Treaty and Law of the Ministry of Foreign Affairs. During the meeting, our delegates shared their expertise, international experience, and perspectives as young legal talents from Hong Kong.
