From 5 to 7 December 2024, Secretary for Justice Mr Paul Lam, led a delegation of over 30 legal professionals with expertise in foreign related matters to Guangzhou and Shenzhen. The delegation included legal figures such as President Roden Tong, Vice-President Amirali Nasir, Council Members Simon McConnell, Vincent Tso, and Constance Choy, as well as several non-Chinese speaking lawyers from local, international, and registered foreign law firms.

On the morning of 5 December, the delegation met with representatives of the Guangdong Provincial Government, including Mr Liu Guozhou, Vice Governor of Guangdong Province. Officials provided updates on the latest developments in Guangdong and the Greater Bay Area.

In the afternoon, discussions were held with Guangdong enterprises and legal professionals engaged in international business. Vice-President Amirali Nasir and Council Member Constance Choy shared insights on the roles of Hong Kong lawyers in assisting Mainland enterprises going global and the key legal issues faced by these enterprises when using Hong Kong as a platform for corporate finance. The discussions were enthusiastic and constructive, reflecting the diverse perspectives of both Chinese and non-Chinese speaking lawyers.

On 6 December, the delegation met with representatives of the Shenzhen Municipal People's Government. In the afternoon, the delegation visited the Shenzhen Reform and Opening-up Exhibition Hall to gain insights into the city's history and progress. The delegation also visited the Shenzhen Qianhai Cooperation Zone People's Court, where they engaged in discussions with Mainland courts and other organisations on common scenarios of foreign-related commercial disputes. The President shared insights on "Avoidance and Effective Resolution of Commercial Disputes – The Role of In-house Counsel," emphasising the strategic role of in-house lawyers in navigating complex business challenges.

On 7 December, the delegation visited the headquarters of BYD Company Limited in Shenzhen.

The primary purpose of this delegation was to connect the legal sectors of the Mainland and Hong Kong and to leverage the expertise of Hong Kong lawyers in international legal services to contribute to the country's development in foreign-related rule of law.
