Led by President C. M. Chan, the full membership of Council paid a duty visit to Beijing from 27 to 31 March 2023, and visited the central authorities whose work is relevant to the legal profession, including the Ministry of Justice, the Ministry of Foreign Affairs, the Ministry of Commerce, the National Development and Reform Commission, the Supreme People’s Court, All China Lawyers Association, the Basic Law Committee of the Standing Committee of the National People’s Congress, the State-owned Assets Supervision and Administration Commission of the State Council, and the Hong Kong and Macao Affairs Office of the State Council.

This was the first Law Society delegation to Beijing since 2019. It provided the Council with an excellent opportunity to have in-depth face-to-face exchanges with the Mainland authorities on a wide spectrum of areas from the implementation of the Basic Law and the National Security Law in Hong Kong, the feedback on the Hong Kong situation from the international community obtained from the Law Society’s participation in international events, practical issues arising from practice in the Greater Bay Area, and to ways Hong Kong solicitors can contribute to meet the demands of legal services arising from the national development.

One clear message throughout our meetings with the central authorities is that the good policy of “One Country, Two Systems” will be adhered to in the long run, and the practice of the common law system in Hong Kong and the valuable international experience and expertise of the Hong Kong legal profession are our unique advantages that play a crucial role in promoting all round law-based governance in China.

The Council also took this opportunity to visit the law schools of Peking University, Tsinghua University and Renmin University of China. Relevant parties discussed the arrangements for enhancing legal education of the two regions by developing a law course based on the one we have co-organised with Peking University since 2019 to benefit a wider student community.
