The Co-operative Arrangement signed between the People's Government of the Shenzhen Municipality and the Department of Justice of the HKSAR on 25 November 2011 is a welcomed step towards the strengthening of timely communication and close cooperation on legal matters between both sides by the establishment of a mutually agreed framework.

With the increasing interaction between the two regions arising from the implementation of measures under the Outline of the Plan for the Reform and Development of the Pearl River Delta (2008-2020), the Framework Agreement on Hong Kong/Guangdong Cooperation, as well as the Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA), a formal legal cooperation mechanism will be conducive to better utilization of resources and more systematic exchange of information between Hong Kong and Shenzhen.

On the front of establishing a cooperation mechanism, the Law Society of the Hong Kong ("Law Society") maintains a close working relationship with its counterpart in Shenzhen, the Shenzhen Lawyers Association ("SZLA"). In fact, since 2009, the Law Society has been holding joint Council meetings with SZLA twice annually. Further, a Joint Liaison Group between the Law Society and SZLA has been formed recently, scheduled to meet once every month, to explore opportunities for the legal profession of the two regions arising from the development of Qianhai.
