In accordance with section 4 of the United Nations (Anti-Terrorism Measures) Ordinance (Cap. 575), a notice is published in the Gazette Extraordinary on 11 Nov 2025 to revoke the latest notice published in the gazette specifying the list of terrorists and terrorist associates designated by the United Nations Security Council (UNSC); and specify the updated list of terrorists and terrorist associates designated by UNSC.

On 6 November 2025 (New York Time), the Security Council of the United Nations (UNSC) announced that the UNSC Committee adopted UNSC resolution 2799 (2025) and established pursuant to UNSC Resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning ISIL (Da’esh) and Al Qaida removed two individuals on its sanctions list.

Section 5 of the Regulation prohibits the making available of economic assets to or for the benefit of persons and entities on the list; as well as dealing with any economic assets belonging to, or owned or controlled by such persons or entities.

On 21 October 2025 (New York Time), an updated consolidated sanctions list with respect to Haiti was uploaded to the Security Council of the United Nations (UNSC) webpage.  The updated list concerns the addition of two individuals by the UNSC Committee established pursuant to UNSC Resolutions 2653 (2022), after the UNSC Resolution 2794 (2025) was adopted on 17 October 2025 (New York Time).

The United Nations Sanctions (Libya) Regulation 2019 (Amendment) Regulation 2025 (accessible via the links in the post dated 18 July 2025) was gazetted on 18 July 2025 to give effect to the instructions of the Ministry of Foreign Affairs of the People’s Republic of China to implement the United Nations Security Council Resolution (UNSCR) 2769 in respect of Libya.

The latest requirements of financial sanctions imposed by the Security Council of the United Nations (UNSC) against Libyan Investment Authority and Libyan Africa Investment Portfolio have been duly reflected in Section 9(3) of the United Nations Sanctions (Libya) Regulation 2019 (Cap.537CF) (the Regulation).  

The two entities will not be defined separately as relevant entities related to Section 9(2) of the Regulation, so their names (i.e. LYe.001 and LYe.002 on the UNSC’s sanctions list concerning Libya) have been removed from the list of individuals and entities published on CEDB’s website

Section 9(3) of the Regulation prohibits the making available of any designated funds (see detailed definition under section 1 of the Regulation) to the above-mentioned designated Libyan entities or for their benefit; as well as dealing with their designated funds are prohibited.
