The Law Society hosted the International Conference of Legal Regulators (“ICLR”) from 20 to 22 October 2025, marking its inaugural staging in Hong Kong. Themed “New Ways to Regulate in a Changing World?”, the event brought together over 100 delegates from 19 jurisdictions, including legal regulators, scholars, and industry leaders.
The Conference featured four plenary sessions and nine breakout discussions, sparking cross-jurisdictional collaboration and fresh thinking on legal regulation. Topics ranging from cross-border practices and anti-money laundering, to cybersecurity, in-house integrity and professional wellbeing. During the Opening Ceremony on 21 October 2025, President Roden Tong highlighted Hong Kong’s unique position as a bilingual common law jurisdiction and international legal hub under the “One Country, Two Systems” framework. He also encouraged the legal sector to embrace transformation and uphold the highest standards of professionalism in service delivery. Distinguished guests, including Dr the Hon Horace Cheung, SBS, JP, Acting Secretary for Justice of the Hong Kong SAR Government, and Dr Kelvin Wong, SBS, JP, Chairman of the Securities and Futures Commission of Hong Kong, further underscored Hong Kong’s commitment to the rule of law and regulatory excellence.
Beyond the academic programme, delegates explored Hong Kong’s rich cultural and legal heritage through visit to the Ping Shan Heritage Trail and attended the welcome reception at the Former French Mission Building, once home to the Hong Kong Court of Final Appeal. The event concluded with a dinner at Happy Valley Racecourse.

The three-day event was well-received by the international community, reaffirming strong confidence in Hong Kong’s robust and independent self-regulatory legal framework.
